Beating the Odds 2024

The Georgia Department of Education uses the College and Career Readiness Performance Index (CCRPI) to measure school performance. However, we see that CCRPI results are correlated with factors outside of a school’s control, like the percentage of low-income students. To measure how schools perform compared to those serving similar students, the Governor’s Office of Student Achievement uses the Beating the Odds (BTO) metric. This metric compares a school’s CCRPI score with the performance of schools with similar characteristics across the state. The BTO formula includes factors like the percentage of students in poverty, students with disabilities, and student mobility. See the GOSA BTO page for a complete list.

The table below shows Beating the Odds scores for APS elementary schools and four components of CCRPI. This helps demonstrate which components of CCRPI contribute to a school’s high or low BTO score.

GOSA reports Beat the Odds results in three categories, “Beating the Odds”, “Within Expected Range”, and “Below Expected Range”. APS had 28, 34, and 24 schools in these categories respectively, which can be viewed with the “Status” filter. These categories are based on whether the actual CCRPI is significantly different from the predicted score. Instead of collapsing this information into three categories we report the actual difference between predicted and actual as “Beat the Odds” in the table above. Mouse over the table to see a school’s predicted and actual score, and their category designation.

From the table we can see that schools with a high Closing the Gaps and Progress scores tend to have high Beat the Odds scores. Scroll down to see that the reverse is true for low BTO scores.

For context, here is a brief, non-comprehensive description of each CCRPI component. See the calculation guides here for more details.

  • Content Mastery– a weighted measure of Milestones achievement. Similar to percent proficient, but with half credit for developing and 1.5 credit for distinguished.
  • Progress– a weighted measure of Student Growth Percentiles. This is an aggregate measure of how individual students have improved their test scores since the previous year.
  • Closing Gaps– measures whether average scores for student subgroups have improved versus the previous year.
  • Readiness– An aggregate measure of additional indicators including literacy, attendance, and coursework completion, such as world language or AP courses.
  • Graduation Rate– A weighted average of the four year and five year adjusted cohort graduation rates. Not included in the above table.

The table below shows how each component is correlated year over year at the school level. Content Mastery and Readiness are very stable over time. Closing Gaps is not positively correlated year over year.

The next graph shows the relationship between GOSA predicted score and a school’s actual score. APS schools are marked in red.

Schools above the diagonal line had a CCRPI score higher than their predicted score. Mary Lin elementary school is one of four schools that the GOSA model predicted to score higher than 100 on CCRPI although this is outside of the CCRPI score range.
